Hampden Conservation Commission issues violation notice over alleged 30-acre clear-cut

HAMPDEN — July 15, 2026 — Hampden Conservation Commission votes to issue a violation notice against developer Alston Graham over large-scale clearing at the end of Highland Circle, off Lower Munson Road. Commission staff reported that roughly 30 acres had been clear-cut on a parcel designated under the Massachusetts Natural Heritage and Endangered Species Program, and that Graham's NHESP approval had lapsed years ago with no new authorization obtained. Melanie Cheeseman of Natural Heritage confirmed in writing that she had "logged this in as an enforcement case to be reviewed" and that the commission would be copied on any notice of non-compliance. A state forester identified as Jacob separately confirmed he lacked jurisdiction because the clearing is tied to residential development. Members voted unanimously to issue the violation notice, which will include a formal request for a site inspection, and will be sent certified mail after members sign it on or around July 21. In separate business, the commission issued a unanimous negative determination for removal of dead trees at 420 Main Street and scheduled a site visit for a National Grid gas main project on Echo Valley Drive for July 20 at noon.
