Planning Board · Meeting of October 14, 2026

HAMPDEN — The Hampden Planning Board voted 4-1 to approve a special permit for a rebuilt Dunkin' Donuts and an undefined retail building at Two Summers Road. Chair Patrick Coyne said the application needed four of five votes to pass. Applicant representative Rob Levesque of Levesque Associates agreed to roughly ten conditions, including a drive-through "look-back provision" enforced by the zoning enforcement officer, a five-foot stone-dust pedestrian path, and a requirement that the applicant return to the board before building the retail space's final design.

Board member David Berson said his "bigger issue" was the undefined retail building, while Associate Member Joe Sibilia warned the site sits near a sensitive town aquifer. Resident Amy Bilodeau called the adjacent intersection "almost impossible to cross" on foot.
